要知道，蒙古国与阿塞拜疆之不同，不仅仅在于阿塞拜疆在苏联时期是苏联的一个加盟共和国，而蒙古国从未加入过苏联，更在于蒙古国是国际刑事法院《罗马规约》签约国。
理论上，目前普京若踏入蒙古国境内，根据蒙古国所签署的国际条约，该逮捕普京，并将之送往海牙国际法院。
而在普京宣布出访之际，俄总统新闻秘书佩斯科夫竟然声称，并不担心普京出访会被蒙方逮捕，原因在于俄罗斯与蒙古国关系良好，且普京此次蒙古国之行，俄方已经做了周密的安排。
佩斯科夫可以如此说，但也不免令人生疑！
如果普京此次访问蒙古国能够成功，则是自俄乌冲突后、2023年3月国际刑事法院对他发出逮捕令以来，他首次入境一个《罗马规约》签署国！
海叔犹记得，2023年在南非举行金砖国家领导人峰会。峰会开始之前，南非曾称，普京可能会抵达约翰内斯堡参会。可后来证明，俄方只派出外交部长拉夫罗夫带队参会。原因还是在于南非是《罗马规约》的缔约国。
当时，一度有传闻称，南非将通过议会投票退出《罗马规约》，等金砖国家领导人峰会结束后再通过议会投票重回《罗马规约》的方式，使得普京得以成行。其实，在历史上，确实有过类似的操作。但显而易见，对于2023年的南非来说，此种操作手段太过复杂。更要看到，一些力挺乌克兰泽连斯基当局的西方势力，也会对南非施加各种压力，让其不这么办。更何况，南非议会也不是说由着南非政府想怎么摆布就怎么摆布的。
至于普京，当然也看到——
从莫斯科飞往约翰内斯堡，将飞经欧洲、亚洲、非洲，山高水长，飞越多国。若有一点闪失，则无论是对普京个人，还是对整个俄罗斯联邦，都将可能是难以言表的损失！

那么，如今普京前往蒙古国，为何如此笃定？
在海叔看来，最为关键的一点，还在于蒙古国只有两个邻国——
北方邻国是俄罗斯，
南方邻国是中国。
而假入普京从莫斯科飞往乌兰巴托，无需经过第三国。要知道，普京此前访问朝鲜、越南的时候，其实曾飞越第三国，亦即飞越中国。中国、朝鲜、越南都不是《罗马规约》的缔约国。事实上，普京也曾访华。因此，他访朝、越，涉及飞越中国，毫无问题。
如今，直接从俄罗斯飞往蒙古国，自然更没有问题。在昨天（8月31日）于多平台网络播出的“海上客观察”视频节目中，我也曾对此进行过分析。
