　今天，2024年全国高考正式开考。记者从教育部教育考试院获悉，今年高考为来自江苏、内蒙古、西藏等11个省（区）的15名盲人考生专门命制盲文试卷，这是自2014年起，教育部门连续第11年为盲人考生在高考中提供盲文试卷。

　　盲文试卷是如何命制的？

　　在盲文试卷命题过程中，教育部、中国残联组织专家，制定《盲文卷命题标准》，设置试卷结构、试题类型、试题数量及分值，将盲文试卷的作答时间调整为普通试卷作答时间的1.5倍，语文和文综、理综考试时间为225分钟，数学和英语考试时间为180分钟，数学试题不分文理科。

　　盲文以“方”为单位，每个方有6个点，通过这些点的排列组合，可以表达不同的意思。一般需要两个“方”才能表达一个汉字的音节。对于盲人考生来说，用手摸着盲文试卷来答题，花费的时间会比健全人考生长得多。

　　盲文试卷主要分为两种，一种是全盲考生使用的盲文试卷，另一种是有光感的盲人低视力考生使用的大字号试卷。无论哪种试卷，出题、印制、运输、保密系统等整个流程跟普通高考试卷要求一致。盲文试卷的内容和难度与普通考生试卷相同，根据视障考生的特点，对有图形的地方进行了调整。每一年的高考盲文试卷，都凝结了教育部门和社会各界的共同努力。

　　连续11年提供盲文试卷 80位盲人考生受益

　　2014年6月7日，我国第一份盲文高考试卷面世，河南驻马店市确山县考生李金生成为首位使用盲文试卷参加普通高考的盲人考生。

　　2015年，全国共有6个省（区、市）的8名盲生参加高考，其中7人被普通高校录取。

　　自教育部门2014年首次提供盲文试卷以来，已有80位盲人考生因此受益。数十名盲人考生先后被武汉理工大学、北京交通大学、中央民族大学、西藏大学、上海师范大学、东北师范大学、安徽师范大学、中央音乐学院、天津音乐学院、星海音乐学院等高校录取。

　　高校采取多重无障碍保障，在建设无障碍设施、宿舍安排、配备优秀专业教师、编辑出版盲文教材、提供志愿服务等方面给予盲人考生全方位关爱，营造友好、和睦、互助的学习氛围，帮助盲人考生顺利完成大学学业。

How is the Braille test paper made?

In the process of setting Braille test questions, the Ministry of Education and the China disabled Persons Federation organized experts to formulate the "Braille Test Question Setting Standards", set the structure of the test paper, the type of test questions, the number of test questions, and the score. The answering time for Braille test papers was adjusted to 1.5 times that of ordinary test papers, and the time for Chinese, literature, and science comprehensive exams was 225 minutes. The time for math and English exams was 180 minutes, and math questions were not divided into humanities and sciences.

Braille is measured in units of "square", with each square having 6 dots. By arranging and combining these dots, different meanings can be expressed. Usually, two "squares" are needed to express a syllable of a Chinese character. For blind candidates, touching the Braille test paper with their hands to answer questions will take much more time than for healthy candidates.

Braille test papers are mainly divided into two types: one is a Braille test paper used by fully blind candidates, and the other is a large font test paper used by visually impaired blind candidates. regardless of the type of test paper, the entire process of question setting, printing, transportation, and confidentiality system is consistent with the requirements of ordinary college entrance examination papers. The content and difficulty of the Braille test paper are the same as those of ordinary candidates, and adjustments have been made to the areas with graphics based on the characteristics of visually impaired candidates. Every year's Braille test paper for the college entrance examination embodies the joint efforts of the education department and various sectors of society.

80 blind candidates benefited from providing Braille test papers for 11 consecutive years

On June 7, 2014, China's first Braille college entrance examination paper was released, and Li Jinsheng, a candidate from Queshan County, Zhumadian City, Henan Province, became the first blind candidate to use Braille papers to participate in the regular college entrance examination.

In 2015, a total of 8 blind students from 6 provinces (regions, cities) in China participated in the college entrance examination, of which 7 were admitted to ordinary universities.

Since the education department first provided Braille test papers in 2014, 80 blind candidates have benefited from it. Dozens of blind candidates have been admitted by Wuhan University of Technology, Beijing Jiaotong University, central University for Nationalities, Xizang University, Shanghai normal University, Northeast Normal University, Anhui Normal University, Central Conservatory of Music, Tianjin Conservatory of Music, Xinghai Conservatory of Music and other universities.
