“一套房仅半年降价70万”“同户型新房降价几十万,一家人几年的积蓄就赔进去了”……今年4月以来,成都部分网友通过“问政四川”投诉开发商“恶意降价销售”、损害老业主利益,所涉楼盘集中在双流区。
有网友表示,其于2023年买下了双流区越秀曦悦府的高层项目售价2.4万每平方米,本周开发商不顾政府价格监管,以工抵房的说辞恶意降价销售曦悦府11栋的房子,直接从2.4万降到1.7万进行销售,恶意的降价严重损害了我们老购房主的利益,一套房仅半年降价70万,直接导致整个区域价格全部扰乱,希望有关部门能够严查该开发商,帮助我们老百姓补偿差价或者进行退房。
成都市双流区住建交局答复
1.关于您反映的价格问题,按照价格管理有关规定,商品房价格属于市场调节价。企业按照产品类型及市场预期制定“一房一价”的销售方案,通过在销售现场设置电子显示屏等方式进行公示,在不高于公示价格的前提下,每套房屋的销售价格由购房人与企业协商议定。
2.关于您要求“越秀曦悦府”项目补偿差价或退房的问题。按照《中华人民共和国民法典》第四百六十五条:“依法成立的合同,仅对当事人具有法律约束力,但是法律另有规定的除外。”第五百零九条第一款:“当事人应当按照约定全面履行自己的义务。”及《中华人民共和国民事诉讼法》第三条:“人民法院受理公民之间、法人之间、其他组织之间以及他们相互之间因财产关系和人身关系提起的民事诉讼,适用本法的规定。”的规定,建议您与企业协商解决,若协商不成,可通过司法途径维护自身合法权益。
同样对越秀曦悦府,有网友投诉,该项目开发商以低于备案价40%以上的价格进行销售,这种恶意降价的行为严重扰乱了市场秩序,损害了业主的利益。
双流区市场监管局表示,关于您反映“房屋降价的问题”,经调查商品房销售价格不在政府定价目录内,属于市场调节价。未发现开发商存在违反价格法律法规的行为。
还有网友反映, 其于2023年4月购买保利怡心和颂房产,产权面积141.67平方米,购买单价2.29万元每平方米,但是目前保利怡心和颂恶意降价,同小区单价1.75万元精装房进行销售,而且在市场不景气的情况下,改头换面用工抵房的方式降价,最低单价达14000多元每平方进行销售,严重扰乱市场,给前期购买的业主造成经济损失。

5月17日,天府新区表示,立即责成公园城市局、天投集团进行调查处理。经了解,开发企业可根据市场行情、供求关系,自主确定销售价格,纳入买卖双方合同约定。天投公园翠屿项目正常销售中,网上流传的降价销售为不实信息。经了解,网上流传的部分房源是第三方单位工程抵款房源,与项目开发公司无关,项目现场仍是按照原有的销售政策正常销售中,未有降价行为。
同在5月17日,成都城投集团下属的成都城投置地集团对网友反映的问题予以否认。
早前有网友称,金牛区国宾板块,成都城投置地开发的国宾璟园项目,涉嫌虚假违规销售,在购房期间城投公司的销售人员表示,作为地方国企开发商不会降价销售,需带头展示出成都楼市积极向上的一面,以吸引更多的人口和人才流入成都,但是却将剩余70%未售的房源大幅度降价销售,以每套低于前期购房业主50-70万的价格搞特价房销售,此举导致已购房的每位业主瞬间损失50-70万。
成都城投置地集团表示,网友反映的问题为成都城投置地集团负责的住宅、商业及配套设施(国宾璟园)工程。关于国宾璟园销售价格的问题,该公司严格按照政府部门相关要求组织房源进行销售,不存在低价销售或者影响整体市场的行为。
官方曾涉嫌扰乱市场处罚降价房企
2023年11月25日,澎湃新闻在四川省网上群众工作平台看到,2023年11月22日、2023年11月24日,均有网友投诉称,东部新区保利中粮湖光锦云项目“恶意降价扰乱市场”,项目拿证价格1.5万-1.7万元,现在以9000元均价销售,降幅达到40%以上。
成都东部新区管委会2023年11月23日对2023年11月22日的留言回复表示,成都东部新区公共服务局对此进行核实处理。经核实,湖光锦云项目由于价格波动过大,涉嫌扰乱房地产市场正常秩序,目前暂无法办理网签备案。
根据贝壳找房网上显示的公开信息,湖光锦云项目位于成都市东部新区简州新城柏杨路888号,开发商是成都悦东置地有限公司,楼盘单价13500元/平方米,项目规划总户数为907户,地下车位1290个,楼栋总数20栋。工商资料显示,大悦城控股集团(成都)有限公司持股51%,保利(四川)投资发展有限公司持股49%。
2021年5月,大悦城以最高限价6650元/平方米的成交楼面价竞得简州新城龙马湖板块约64.4亩用地,溢价率14.66%,须无偿移交租赁住房比例11%。这也是该区域楼面地价首次突破6000元/平方米。此后,成都悦东置地通过增资扩股的方式引入保利(四川)公司。据北京产权交易所信息,2021年11月17日,成都悦东置地完成增资扩股,保利(四川)投资约2.4亿元,持股49%。此后,市场上该项目的推盘信息为首批次推出128套建面约112-116平方米洋房,单价约11700-17000元/平方米,总价150万元起。
