李女士的彩票店在自家小超市内开了快10年,周边不少居民、上班族都习惯进店购物时,顺手买几张“刮刮乐”。她说,过去这两年,每天傍晚后生意红火,“年轻人多起来,中年人、老人也都买,有的人一次性会刮五六千元,到半夜1点多都可能有人还在刮。”

4月以来,“刮刮乐”进货难却让李女士感到愁苦,“老客户天天来问,就是没货,生意流失了不少。”

不同于李女士,经营彩票店10多年的冯先生很支持国家对即开型彩票销量的管控,“这两年,确实不少人对‘刮刮乐’太上头,需要进入一段冷静期。”

冯先生见证过不少人对“刮刮乐”的沉迷时刻,“有年轻人进店买了10张,刮完发现只中了10元小奖,就觉得不甘心,继续刮,结果越刮越多,把店里剩下的一万元的卡都刮完了,最后输了五六千。”

冯先生说,在彩票专营店,“刮刮乐”一向是附带产品。但去年起,“刮刮乐”销量翻倍,他的店一周能卖出6万元,“晚上和周末生意最好。”

同时,他明显感觉买“刮刮乐”的年轻人变多了。“有不少小情侣散步经过时,就进店花几十元买十张,用中奖的钱去买杯奶茶都感觉特别甜。”冯先生说,买“刮刮乐”似乎逐渐成为年轻情侣约会的休闲节目,也变成一些年轻人过节送礼的特定仪式,还经常有年轻人拿着在商场或夜市摊位上买的“刮刮乐”来兑奖。

配额制进货背后:

既是供需矛盾,也是降温举措

不只是杭州,近期,“刮刮乐”在全国大部分地区都“供不应求”。

中国彩票行业沙龙创始人苏国京说,今年春节之后,“刮刮乐”就陆续在各地变得紧俏,供需矛盾背后则是多重客观和主观因素的叠加效应。

从需求端来看,近几年,“刮刮乐”的消费群体大量增加,吸引了越来越多的年轻人。苏国京认为,这和彩票机构努力拓展销售渠道密切相关,“约三四年前,省级彩票中心在商业综合体内开始装修时尚的旗舰店或形象店,逐渐改变了年轻人对传统彩票店面陈旧、古板的印象,同时把省时省力、符合年轻人需求的‘刮刮乐’推广了出去,”不少网红、年轻博主们将自己刮彩票的视频发上网络,在从众效应下,“刮刮乐”逐渐带着时尚元素在年轻群体中流行。

彩票,是一种特殊产品,“刮刮乐”只是一种游戏类型,彩票销量往往不受经济环境的影响,“经济发展放缓时,它反而可能向前发展。”苏国京说,在目前全球经济发展放缓的背景下,“刮刮乐”整体销量却在大幅提升。

据天眼查数据,我国现存1.47万家彩票相关企业。近十年,其注册量整体呈显著增长态势,其中,2023年增加4512家,同比增长85.91%,达近十年增速最高峰值。而今年前4月,国内已注册2105家彩票相关企业,同比增长158.92%。

财政部数据显示,今年前3个月,即开型彩票销售量占彩票销售总量的26.1%,国人总共刮了389亿元的即开型彩票,比去年同期多了174亿元,同比暴涨81.4%。

再看供应端。彩票有一套特殊的包含“收支两条线”、发行费预算管理等的财务管理制度,彩票发行管理中心每年根据往年销量及对第二年的预判编制发行费的预算,全年按照预算审批结果执行和使用发行费。

“通常,去年就已经申报了今年的发行费预算,每年预算原则上不会有大幅调整,在实际操作中可能没跟上销量的上涨幅度。”苏国京告诉潮新闻记者,“刮刮乐”是所有彩票品种中成本费用最高的一类,涉及设计、印制、物流配送费等,而有限的发行费预算约束着印制数量,“不是市场需要多少,就能提供多少。”
