该视频内容显示,有工作人员给一只幼虎戴上鞋套和口罩后,让一位女士抱着幼虎合影,其间,幼虎发出嘶吼声。一旁,有人感叹“整到它不安逸”。该网友发布的视频配文为“这是宜宾野生动物园的员工,把小虎邦(绑)去和游客照象,小虎多受罪啊!”

该情况是否属实?相关主管部门是否介入制止?对此,5月15日,封面新闻记者进行了解。
15日下午4时30分左右,记者来到宜宾动物园看到,该动物园又名“宜宾野生动物世界”,正在正常营业,大厅摆放了部分动物园宣传单,未看到“游客与幼虎合影”相关的宣传。
门票信息显示,进园成人票优惠后为68元每人,进入猛兽区需额外加收10元费用。公开信息显示,该动物园是以保护救助、饲养繁育野生动物为主,兼备科普教育、蜀竹文化、生态环保、休闲娱乐于一体的综合性旅游景区,分为鸟禽区、猛兽区、萌宠区和休闲娱乐区四大区域。
两名带着小孩在此游玩的游客告诉记者,他们在动物园游玩时,在猛兽区看到了老虎,但是没有看到与幼虎合影的地方,也没有和幼虎合影。同时,记者从两名工作人员处证实,之前游客确实可以在动物园内和幼虎合影。
临近下午5点,记者试图购买门票进入园区,但被工作人员告知因闭园时间临近,已无法接待入园。

15日下午,记者从翠屏区林业和竹业局相关负责人处了解到,15日上午9时左右,该局了解到游客反映的宜宾野生动物世界(宜宾动物园)游客与幼虎拍照情况后,立即派出工作人员进行现场核查。经询问该园运营方——宜宾盛寅东北虎旅游文化发展有限公司具体负责人员和相关工作人员,动物园存在游客反映的为幼虎戴布罩后与游客合影的情况,但不存在“捆绑”幼虎的情况,给幼虎戴上防护布罩是避免抓伤游客。
宜宾动物园负责人表示,动物园已认识到该行为的不当之处,并承诺动物园不会再出现类似情况。目前,该园现有三只幼虎生长状态正常。
记者了解到,经翠屏区林业和竹业局初步调查,该动物园游客和幼虎合影行为属实,属于国家林业局2010年下发的《关于进一步规范野生动物观赏展演行为的通知》中“与野生动物零距离接触”的不当行为。目前翠屏区林业和竹业局已经向宜宾动物园运营公司下达了整改通知,要求立即整改,禁止游客要求与幼虎等野生动物零距离拍照,禁止动物园工作人员诱导游客与幼虎等野生动物零距离接触行为。
翠屏区林业和竹业局负责人表示,此事反映出宜宾动物园法规意识、安全意识有待加强,主管部门日常监管力度不够。下一步,该局将进一步强化野生动物保护法律法规宣传教育,强化对宜宾动物园的日常监管指导,坚决打击违反野生动物保护法律法规的行为,切实做好野生动物保护相关工作。

At around 4:30 pm on the 15th, the reporter arrived at Yibin Zoo and saw that the zoo, also known as "Yibin Wildlife World", was operating normally. Some of the zoo's promotional materials were placed in the lobby, but there was no promotion related to "photos of tourists and young tigers".
The ticket information shows that the adult admission fee for entering the park is 68 yuan per person, and an additional fee of 10 yuan is required to enter the beast area. Public information shows that the zoo is a comprehensive tourist attraction mainly focused on protecting, rescuing, and breeding wild animals, as well as integrating science popularization education, Sichuan bamboo culture, ecological protection, and leisure and entertainment. It is divided into four major areas: bird and poultry area, wild animal area, cute pet area, and leisure and entertainment area.
Two tourists with children playing here told reporters that while they were playing in the zoo, they saw a tiger in the wild animal area, but did not see a place to take a photo with the cub, nor did they take a photo with the cub. Meanwhile, the reporter confirmed from two staff members that tourists were indeed able to take photos with the cubs in the zoo before.
Near 5 pm, the reporter attempted to purchase tickets to enter the park, but was informed by staff that due to the approaching closure time, it was no longer possible to receive visitors.

On the afternoon of the 15th, the reporter learned from the relevant person in charge of the Forestry and Bamboo industry Bureau of Cuiping district that around 9:00 am on the 15th, the bureau immediately dispatched staff to conduct on-site inspections after learning about the photos of tourists and young tigers in Yibin Wildlife World (Yibin Zoo) reported by tourists. After inquiring with the specific responsible personnel and relevant staff of Yibin Shengyin Northeast Tiger Tourism and Cultural Development Co., Ltd., the operator of the park, it was found that there were cases of tourists reporting that the young tigers were wearing cloth masks and taking photos with them, but there was no situation of "binding" the young tigers. Wearing protective cloth masks on the young tigers is to avoid scratching tourists.
The person in charge of Yibin Zoo stated that the zoo has recognized the inappropriate behavior and promised that similar situations will not occur again. At present, three young tigers in the park are growing normally.
The reporter learned that after preliminary investigation by the Forestry and Bamboo Industry Bureau of Cuiping District, the behavior of tourists and young tigers taking photos at the zoo is true and belongs to the inappropriate behavior of "zero distance contact with wild animals" in the "Notice on further Regulating the Behavior of Wild Animal Viewing and Performance" issued by the National Forestry Bureau in 2010. At present, the Forestry and Bamboo Industry Bureau of Cuiping District has issued a rectification notice to the operating company of Yibin Zoo, requiring immediate rectification.
